Base64 encoding/decoding

1. Base64 is an encoding method used to transmit binary data over media that only allow ASCII characters.

2. Base64 encoding converts binary data into a representation based on 64 printable characters, which include uppercase and lowercase English letters, numbers, plus signs (+), and slashes (/). An equal sign (=) is used to pad the end of the encoded string.
